2. I would point out that Messrs.
Butterfield and Swire in their letter to their
principals made no charge of inefficiency or lack
of discipline nor was any such charge made locally. They appear in fact to have concurred
in the change which was made at the request of
the Captains of the vessels concerned.
3. I am informed by the Inspector General
of Police that the trouble arose from social
friction between the British Police Sergeants and
the ships officers which might have been obviated
had a more conciliatory attitude been adopted by
the latter.
4. The Captains of the two remaining steamers were not prepared to agree to any change and still retain their British Sergeants in
charge.
