We beg leave to draw your attention to the fact

that the question of Slavery automatically comes up before

the Assembly of the League of Nations this year, and to ask

whether it is proposed to forward to the League the White

Book Cmd. 3424, entitled "Papers Relative to the Mui Tsai

Question".

We beg leave also to call your Lordship's attention

to the following question and answer in the House of Commons

on the 16th July 1930:-

Mr. PHILIP OLIVER asked the Secretary of State for Foreign Affairs whether, seeing that this country is under an obligation to forward to the League of Nations such information as may be available to date upon slavery in all its forms, he is prepared to submit to the League of Nations the White Paper No. 3424, in which the difficulty is emphasised of dealing with the mui tsai system in Hong Kong so long as the buying and selling of slaves is practised in the neighbouring provinces of China?

Mr. A. HENDERSON: Yes, Sir. I am quite prepared to do so.

We understand that it was only due to an oversight

that this White Paper was not forwarded last year, and as it

shows the difficulties which confront the Hong Kong Government

by reason of the prevalence of this system in China, our

Committee would greatly appreciate being informed whether
