TELEGRAM from the Secretary of State for the Colonies to the

Governor of Hong Kong.

(Sent 11.45 8.m., 1st September, 1931.)

No. 103.

In adopted daughter case reported in China Mail

July 20th and July 22nd references to the sale of the girl

through an intermediary will give rise to serious criticism.

Was the transaction legal, and, if so, should not law be

strengthened? Has Secretary for Chinese Affairs taken any

action under section 32 of the Protection of Women and Girls

Ordinance? Is it compulsory for all adoptions coming within

Affairs scope of section 32 to be reported to Secretary for Chinese/

so that he may be in a position to exercise his legal

powers of guardianship when airaumstances make it desirable.
