of words used in an Ordinance.
I think it is not yet too late to
prosecute in this case as the Deed of
Presentation was only concluded last April. I
would suggest, therefore, that the Governor
should be urged to direct a prosecution in this
and similar cases until it is clear what
meaning is to be placed by the Courts upon Chinese
custom. I do not think it is really necessary
to wait for the Report by the Secretary for
Chinese affairs which is foreshadowed. That
cannot be conclusive on the meaning of the law,
and I think at some stage cases must be taken
to the Courts to establish this.
