With reference to Your Lordship's despatch No.154 7 of 27th May, 1931, regarding the sale of a girl child Pun Fook

Din alleged to have taken place in November 1929, I have the
honour to inform Your Lordship that it has not proved possible to obtain any information regarding this transaction beyond the
fact that the address No.5 Hill Road, is that of a registered
brothel.

There can be no doubt that on this ground alone
action would have at once been taken by the local authorities
had the matter been brought to their notice and it is difficult
to understand why this somewhat obvious step should not have
been taken in the first instance by the parties from whom the
document was obtained.
3. It is not surprising that after the lapse of almost two years it has not proved possible to trace any of the parties to the transaction more particularly as only one
of the names which seem to have been in the document from
which Sir J. Simon was quoting has been given. That name is
of such an ordinary type as to be valueless without further
particulars.
