consider it advisable, to support an increase to sums of $1.50 and $2.00 a month in place of the present $1.00 and $1.50.

I would point out that, although these figures, when converted into sterling, may appear very small, in practice the total living expenses of a full grown man need not exceed $15.00 a month, and that amongst Chinese of the working class the cost of the necessities and of some of the amenities in life has not risen appreciably in spite of the fall in the sterling value of the dollar. The suggested increase is therefore of more importance to the recipient than would appear at first sight.
5. I discussed the matter with my Executive Council, who concurred generally in the views of the District Watch Committee. It was suggested, however, that an announcement that the wages of mui-tsai are to be increased by the dollar equivalent of sixpence a month may afford an opening for ridicule, and I have therefore deferred the introduction of any amendment to the existing regulations until I shall have learned your wishes in the matter. the meantime I am satisfied that no serious injustice is inflicted by the existing rates of payment.
