I would suggest, therefore, that we
should reply that in all the circumstances
the Secretary of State agrees that the
rates should not be altered at present, but
that he trusts that the Governor will cause
the matter to be reviewed ut frequent inter-
vals, and will communicate with the 3. of s.
at any time ne considers that an increase in
rates is desirable.
