With reference to your letter No. F.3715/29/10
of the 6th July, regarding the renewal of negotiations on the subject of the proposed Hong Kong
China
Customs Agreement, I am directed by Lord Passfield to transmit to you, to be laid before the Secretary of State for Foreign Affairs, a copy of a telegram from the Governor, reporting on the visit of Mr. Maze's
10th July 1931. Secretary to Hong Kong.
2. The Secretary of State would be glad to
receive Mr. Henderson's observations on this telegram.
His Lordship concurs in the Governor's opinion that, in view of the relations existing between Nanking and
Canton it would be undesirable to sign such an
Agreement at present.
