With reference to my telegram No. 62 of the

19th instant on the subject of the opposition of

General Chan Ming Shu to the conclusion of a

Customs Agree.ent with the Hongkong Government.

I have the honour to forward copy and translation

of an article in the "Kwangchow Min Kuo Jih Pao" i.e.

"The Min Kuo Daily News, Canton", of the 25th

instant reporting the speech made by General Chan

Ming Shu recently at the Fourth Plenary Session

advocating the abandonment of the scheme. Hi8

motion was accordingly passed by the National

Government and a resolution for the construction

of the free port of Chungshan as speedily as possible

was also carried at the same time.

I also enclose a translation of a telegram

which appeared in the Canton newspaper the "Hsien

Hsiang Fao" (

) on the 25th instant

showing that Mr. T.V. Sung, Minister of Finance,

has secured the sanction of the Executive Yuan to

the levying of Customs duties on all goods entering

and leaving the Chungshan free port area.
