my telegram Number 224 Tour series of september 27th,
Mr. Waze seemed to regard the new draft as generally
acceptable, and promised me his comments after further
detailed examination by his experts. These he communic&-
ted to me in the form of amendments, which appeared un-
important and which I at once forwarded to sir william
Peel (see my despatches Numbers 171 and 174 Tour Series
of 3eptember 27th and 29 th last). At the same time I
suggested to the Governor that Mr. Mazo would welcome an
invitation to visit liongkong to discuss any outstanding
points.

It subsequently occurred to me that if the
forthcoming agreement were after all signed between the
Inspector-General of Customs on the one hand and the Gov
ernor er myself on the other, it might possibly save
trouble over minor points with the Minister for Foreign
affairs, and the wai ühiso Pu, who are inclined to make
difficulties over matters of form and phraseology. I
informed the Governor accordingly, saying that I did noʻ
know/
