These hopes appeared to be justified when

shortly afterwards a telegram arrived from Mr. Ingran

to the effect that, on the receipt of a conciliatory

letter from the Governor of Hongkong, saying that his

Government were prepared to allow the ühinese Customs

officers to collect duties on behalf of the Customs a-

longside Hongkong officials, Mr. kaze was working out a

scheme providing for cooperation in the collection of

duties and prevention of smuggling between Hongkong

officials and seconded Customs officers, lent to the

Hongkong Government for the purpose, and to work under

the Superintendent of Customs and xcise, but to be paid

by the Chinese Government, while Customs launches opera-

ting in Hongkong waters were to have Hongkong officials

on board (see my telegram Number 540 of August 22nd).

Er.Ingram stated that Mr. Eaze set great store by the

official recognition by the Hongkong Government of the

Commissioner and Deputy Commissioner of Customs (the

former to be British and the latter Chinese) appointed
