With reference to your letter No. 82755/31
of the 21st July, enclosing copy of a telegram from the
Governor of Hong Kong on the subject of the proposed
Customs Agreement, I am directed by Mr. Secretary
Henderson to state that, in view of the opinion expressed
by Sir William Peel as to the objects of the proposal
submitted to him, he concurs in the view that it would
be undesirable to sign the Agreement at the present time.
