Colonial Seoretary to Hong Kong Chamber of Commerce, of June 19 th 1931.

The Governor of Hong Kong has been good

enough to forward to me copies of correspondence

that has taken place between the Hong Kong General

Chamber of Commerce and the Colonial Secretary, on

the subject of the effect on Hong Kong industries of

the increased Chinese Customs tariff.

In their letter of the 28th of May, a copy

of which is enclosed (without the voluminous memor-

anda attached to it), the Chamber of Commerce express

the opinion that, having regard to the fact that all

local factories extensively employ Chinese labour,

and that many are financed to a great extent by

Chinese capital, a strong case exists for special

consideration for the Colony under the China Tariff

and suggest that suitable provisions may be made to

this end in any commercial treaty which may be con-

oluded between His Majesty's Government and the Chi-

nese Goverment. In his reply of the 19 th of June,

a copy of which is also enclosed herein, the Colonial

Secretary/
