I entirely agree with Sir Miles Lampson's

views. It would be in the long run disastrous to

suggest that the Chinese in Hong Kong are entitled

to the special consideration of the Government

of China.

Such a claim would inevitably lead

them to put forward a claim to the right of

protecting Hong Kong Chinese in other ways. The

desired privilege could, therefore only be obtained

as a quid pro quo for something else which Hong

Kong could offer the Chinese Government.

Unfortunate -

ly, almost anything Hong Kong could offer, e.g.,

special facilities for the working in the Colony

of the Chinese Customs or Salt administrations would

be of such a nature as to bring Hong Kong mo re
