October, 1930, page 177. Since Ngauchiwan was abandoned

provision of new gaol premises has been constantly

pressed by Unofficials and I agreed that it is a matter

of first importance and urgency. A suitable site has

been selected by a Committee and approved by the Executive

Council situated at Wongmakek at the end of Stanley

Peninsula. Design following Ngauhsiwan design has been

most carefully elaborated. Estimated total cost

(exclusive of Training School but including Staff Quarters

not included in Ngauhsiwan estimates) Dollars 4,500000

say three years to complete. Considerable portions of

present valuable site remain at Government disposal

after transfer.

My Confidential despatch of 3rd October, 1930, mentions new gaol as a

contemplated loan work and

it is definitely included amongst reasons for an

extension of the Colony's loan which I am asking permission

to issue. The matter is of exceptional urgency and I

request permission by telegram to have it accepted as a

loan work and to undertake preliminary work at selected

site pending your approval of details of whole scheme

which will be submitted by despatch. Payment meanwhile to be made by advance from balance
