In reply to your letter of the 20th. instant, re the message to the South China
Morning Post, as the Governor of Hong-Kong
does not consider the paper of sufficient
importance to receive a message from the Prime Minister I conclude that he would be of the same
I am opinion regarding one from the King. therefore informing the General Manager that it would be contrary to rule for His Majesty to initiate such a communication.
