Council members will wish to co-operate with the Department to

ensure that these recommendations are earnestly considered by

all concerned and, wherever practicable, are carried out. Mr.

) Gillett hopes that the recommendations set out in the attached

document will accordingly be carefully examined, and he feels

that the advice of the industrial representatives present will

be particularly valuable if many of the recommendations are to

be acted upon.
