This Memorandum of Lord Lugard seems ready
for roncoing as it stands for the Chinese cultural
relations discussion at the meeting on 1st uctober.
The note at the end of the Memorandum on page 4,
and the postscript after the signature should
presumably be omitted. Perhaps in the introductory
note to the Memorandum, referring to the events
of the last meeting, reference to Lord Lugard's
special qualifications for dealing with this subject,
as given in his postscript, might appropriately be
inserted. Perhaps also timely invitations might
be sent to those persons suggested as suitable
referees who have been approved by the Chairman, and
Professor Middleton-Smith might be included in this
list.
