I have the honour to acknowledge the

receipt of Your Lordship's despatch No.126 of 28th

April, 1931, informing me that His Majesty will not

be advised to exercise his power of disallowance in

respect of Ordinance No.1 of 1931, "an Ordinance to

provide for the registration of nurses for the sick".

2. With reference to the points raised in

the second and third paragraphs of Your Lord ship' s

despatch, section 6 (1) of the Ordinance follows the

procedure adopted generally in this Colony of

substituting the Governor in Council for the High Court where an English act allows an appeal to the

High Court. Section 6 of the Midwives Ordinance No.

22 of 1910 furnishes an example of this practice

which possesses certain advantages inasmuch as the procedure is simple and need not involve the employ- ment of legal assistance.

3. The penalty provided under section 9 (2) for wilful falsification of the register follows the
