met at Government House Mr. Hsieh from Nanking and Mr. Liu from Canton, who had asked for an interview in connection with the Canton-Kowloon Railway Working
Mr. Baker the Manager of the Railway and Secretary were also present.

r. Hsieh explained that he had come down at Mr. Sun Fo's request to discuss the question of revising the Working Agreement. He explained that it was made in 1911 and it strictly expired in 1916 and that revision was obviously long overdue. Agreements made by the Manchu Government were out of date and ranked anong the unequal treaties. The particular point he would put up for discussion was the division of fares by the two sections, and he wished to press for revision on the mileage basis, which would amount to very nearly
He admitted 4 1 in favour of Canton and not 65 35. that it had been pointed out at a meeting in Canton at which the Manager of the Railway and the Consul-General were present, that there were in practice on some railways modifications of the discussed mileage system for dividing the fares, but maintained that such modifications were exceptional. All the other considerations of the Working Agreement were on the 4-1 basis e.g., coaches, wagons, and locomotives and it seemed proper that the division of fares should be on the same basis. If that had been the rule
hitherto, the Chinese section would have had an extra one
million dollars which they would have been able to utilize in improving the line.
