I have the honour to invite Your Mxcellency' s
attention to the question of the revision of the workinngs
agreement of the Canton-Cowleon Bellmy. Some time ago
I received a letter from the Kinistry of Bailways stating
that they were sending Mr. Secretary Enich zma-ah' lao te
Canton to arrange with His Exsellesay the Governor of Hong
Kong the revision of the agreement, and requesting that I Sele-
graph this information to the Eong Eung Govermenti and at-
cordingly on the 15th of January of this year this Ministry
telegraphed to Your Excelløsey' a Legation to requeat that a
telegram be sent to the Hong Kong Sevorment informing thes
of the above and requesting that they receive gr, faich and
arrange the matter

from the Ministry of Em$Awayn:-
*with reference to this question we have repeatedly

written to the Governor of Fong Kong making him to
appoint a representative to negotiate; but no formal
appointment of a representative has yet been made
as the part of Hong Kong, and there is no certain
da te for the commandement of the discussione. If
the matter is allowed to drag op like this indefinitely
