With reference to my despatch No.144 of the
27th of March, 1931, I have the honour to enclose a copy
of Report No.4 of the Finance Committee which was adopted
by Legislative Council on the 2nd of April, 1931, and to
request Your Lordship's approval of the items of supplementary
expenditure contained therein.
