Estimates, 1931.

* 14.-31, Public Works Extraordinary, Kowloon:- Additional 100 line Telephone Exchange Switchboard for Kowloon.......

Provision for this work was made in the 1930 Estimates under head 31, sub-head 67, “Additional 100 line Telephone Exchange Switchboard for Kowloon" for the sum of $5,000.

As the switchboard did not arrive in the Colony till the 19th of December, 1930, it was found impossible to complete the work in that year and only $3,600 was spent.

The sum of $500 is now asked for in order to complete the essential installation work, for which no provision was made in 1931 Estimates.

The above is to be met from savings under 'Miscellaneous Works" Kowloon (1931 Estimates page 94 sub-head 44). (C.S.O. 64 in 225/30).

15.-23, Police Force :- Traffic Light

To meet the cost of Traffic Signal Light erected experimentally at the junction of Jackson Road and Des Voeux Road Central.

The experiment having proved a success it is now requested that a special supplementary vote to meet the cost-£70.0.0 at 1/0 = $1,386 be approved. (C.S.O. 3715/31).

16.-31, Public Works Extraordinary:-12, Hong Kong: General Works Miscellaneous. Providing black earth and turfing to grounds at "Lysholt"

Provision made in Estimates (page 93 sub-head 12) ...$ 10,000

l'art charges to provide a tennis court in the grounds of "Lysholt ". The cost of the remaining portion of the work ($720) will be met from a Botanical and Forestry Department Vote (head 27, sub-head 11). (C.S.O. 2924/17).

Provision made in Estimates (as per schedule attached)...$4,650

The provision made in 1931 Estimates was based on a rate of exchange of $1 = 1s. 4d. The sums provided have, in consequence of the fall in exchange, become insufficient in cases dealing with sterling pay- ments. A number of cases appear in the schedule, and a vote for $1,453 to cover the total excess concerned is requested. (C.S.O. 3250/30).

18-31, Public Works Extraordinary :-Miscellaneous, Resumption at Fanling

By an arrangement with the Royal Hong Kong Golf Club the Govern- ment resumed certain areas that were essential for the proper development of the course.

It was agreed between the Government and the Club that moneys expended by the Club on the acquisition of land either directly from the wners or through the Government should be refunded to the Club and hat on the said lands being leased to the Club (together with the remainder of the Club's former holding) the Club should pay, by way of additional Crown Rent, interest at the rate of 4% per annum on the moneys so expended.

The amount required to be re-imbursed to the Club is $8,324, which amount is now asked for, but against this sum the Government will receive as Revenue from the Club a sum of $1,527 owing for arrears of rent for areas occupied by, but not yet leased to the Club. (C.S.O. 1205/11 III.)

19.-34, Miscellaneous Services:-Office International D'Hygiène Pub- lique, Paris....

This vote is requested to meet the contribution (£26.10.5 at 1/0§== $504.16) from this Colony towards the expenses of the "Office Interna- tional D'Hygiène Publique, Paris" in respect of the year 1931. This grant will be required annually and provision will be made in Estimates for 1932. (C.S.0. 4674/28.)
