With reference to my despatch No. 329 of the
23rd of July, 1931, I have the honour to enclose a copy of Report No.8 of the Finance Committee which was adopted by Legislative Council on the 3rd of September, 1931, and to request your approval of the items of supplementary expenditure contained therein.

The items of expenditure are explained in the
memoranda included in the message attached to the
Report.

I would invite your attention to item No.35
which is in excess of the amount fixed in the case of
this Colony under Colonial Regulation No. 281. view of the obvious urgency of the work I considered it necessary in this case to authorise the expenditure in
anticipation of your sanction.
