With reference to my despatch No. 397 of the
12 17th of September, 1931, I have the honour to
enclose a copy of Report No.9 of the Finance Committee which was adopted by Legislative Council on the 1st of October, 1931, and to request your approval of the items of supplementary expenditure contained therein.
2. The items of expenditure are explained in the memoranda included in the message attached to the Report.
3. I would invite your attention to the following items which are in excess of the amount fixed in the case of this Colony under Colonial Regulation No.281:-
Items Nos. 44, 64 and 69 relate to unforeseen expenditure in connection with the repairing of damage by typhoon and rainstorms. In view of the obvious urgency of this work I considered it necessary to authorise this expenditure in anticipation of your approval.
