The increased duty on bills of lading and on receipts necessitated the printing of two more denominations of revenue stamps and the making of two new dies and plates. The cost of this amounted to $7,576.25. The annual supply for 1931 cost $7,506.24 as against $6,000 provided (at $1 -- 1/4d). In addition the four over embossing machines required repairing.

The available balance on this vote is approximately $2,000 which is insufficient to meet bills in hand; the average monthly expenditure for the first 6 months of 1931 is $5,700, and to meet the anticipated expendi- ture to the end of the year a supplementary vote of $25,000 is requested.
The excess expenditure is caused principally by
(a) Very large increase of wireless traffic (with subsequent increase in revenue) necessitating an increase in repairs, stores and current, and
(b) Extra cost of wireless valves and stores on account of low rate
of exchange.
