With reference to my despatch No.441 of the 15th of October, 1931, I have the honour to enclose a copy of Report No.11 of the Finance Committee which was adopted by Legislative Council on the 22nd of October, 1931, and to request your approval of the items of supplementary expenditure contained therein.

2. The items of expenditure are explained in the memoranda included in the message attached to the Report.

3. I would invite your attention to the following items which are in excess of the amount fixed in the case of this Colony under Colonial Regulation No.281:-

Anad D

Item No.81 in respect of a necessary resumption for the purpose of widening an important thoroughfare to which the Government was already committed; item No.85 expenditure due in part to the fall in exchange and in part to the fact that more progress than was anticipated was made in this work during the current year and a cessation of work pending provision of further funds would have been uneconomical; and item No.87 due to the fall in exchange and consequent higher cost of gas lighting, a liability which could not be avoided.
