With reference to Mr. Thomas' despatch No.301 of the 6th November, 1931, I have the honour to request your covering authority for the items of supplementary expenditure set out in the attached schedule which are in excess of the amount fixed in the case of this Colony under Colonial Regulation No.281 and which have not yet received your sanction.
2. Reports Nos.12 and 13 have been adopted by the Legislative Council. The remaining items have received the approval of the Finance Committee but still await formal adoption by the Legislative Council. When this has been obtained the schedule of additional provision for the quarter ended 31st December, 1931, together with the Reports of the Finance Committee will be transmitted.
3. A full explanation of each item of expenditure is shown in the schedule. It will be observed that in most cases the excess is due to the fall in exchange.
