My Lord,
I have the honour to submit for Your Lordship's
consideration the enclosed draft of a Bill to amend the
Suitors' Funds Ordinance, 1896, together with draft Rules
which it is proposed should be made by the Chief Justice.
2. The Memorandum of Objects and Reasons which is
appended to the draft Bill explains fully the circumstances
in which the action proposed appears desirable. The despatch
to which reference is made in the first line thereof is that
of the Marquis of Ripon numbered 128 and dated 10th August,
1894.
