My Lord,

I have the honour to report that I have appoint-

ed Mr. C. G. S. Mackie provisionally and subject to His Majesty's pleasure, to be an unofficial member of the Legislative Council in the place of the Honourable Mr. J. Owen Hughes who has resigned on leaving the Colony.

2. As reported in Mr. Southor's despatch No.219

of 16th April, 1930, Mr. Mackie is already temporarily a

member of Legislative Council as a nominee of the Justices

of the Peace during the absence on leave of the Honourable

Sir H. E. Pollock, K.C. He now replaces Mr. Owen Hughes as

a nominee of the Chamber of Commerce and the usual steps

have been taken to fill the other vacancy until Sir H. E.

Pollock's retum.

3. A copy of the instrument appointing Mr. Mackie

is enclosed.

4. In accordance with Colonial Regulation 175 I

enclose also a list of the present members of Legislative

Council.
