My Lord,
With reference to the second paragraph of
my despatch No.231 of the 14th May, 1931, I have the
honour to report that the only person nominated by the
Justices of the Peace was Mr. William Henry Bell, who is general manager in Hong Kong of the Asiatic Petroleum
Company, Limited. I have, therefore, appointed him,
provisionally and subject to His Majesty's pleasure,
temporarily to be an Unofficial Member of the Council
during the absence of Sir H. E. Pollock.
2. A copy of the instrument appointing Mr.
Bell is enclosed.
3.
In accordance with Colonial Regulation
175 I enclose also a list of the present members of
Legislative Council.
