Extraterritoriality.

United States imbassy has communicated new draft

of Article XVI and exchange of notes text of which has

been telegraphed to United States Minister in Peking.

In a covering memorandun State Department criticise

provisions relating to fixed time limit for Shanghai

in text of article agreed to between you and Dr. Wang

and propose that demand for reservation of Tientsin be

abandoned in last resort in order to obtain assent of

Chinese to American terms with regard to Shanghai.

They suggest issue of instructions to you and to United

States Minister that, upon your return to Nanking, an

endeavour be made to obtain assent of Chinese govern-

ment to provisions substantially on lines of new Ameri-

can draft.

this with your United States colleague and telegraph

your considered views.
