Foreign Office telegram No. 128 has crossed my later intelligence and thus they did not at the time of its despatch realize that proposal now is merely to exchange texts of the whole treaty and leave it at that, ad referendum to our two governments later. 2. It seems to me dangerous to disclose text of Article 16 and attached notes (final form of which are contained in my telegram 238 tour series to Foreign Office) to the whole joint committee in view of its size and inclusion in it of individuals such as Mr. Woodhead. Please therefore immediately show texts of article and attached notes (as in my tele- gram above referred to) in strictest confidence to selected individuals such as Calder, Marshal and Porter, (Heads of Chamber of Commerce and China Association respectively) as you may, at your discretion, think
best.
3. You should also show texts to Feetham with reference to latter part of Foreign Office telegram No. 128.
4. You should then telegraph urgently summary of their respective views and more particularly an expression of your own and any general observations you may have to offer repeating direct to Foreign Office.
