Extraterritoriality.

I had a tentative discussion on June 1st with

Minister for Foreign Affairs concerning maps referred

to in article 16. The map of greater Shanghai was

agreed to without discussion; it is a map showing

Chinese municipal limits and embraces ample circumference covering also harbour down to and including Woosung. As regards Tientsin we reached no

conclusion as I did not wish to commit myself nor in

the circumstances to become too much involved in

details but Minister for Foreign Affairs offered

concession and ex-concession and a sufficient area

to the south to cover race-course neighbourhood.

Copies of maps will be sent by post with my

full report on negotiations up to date.

Addressed to Foreign Office No. 252, repeated

to Peking, copied to Shanghai and Tientsin.
