Your telegram No. 254, (June 3rd: extraterritorial-
ity negotiations, Article 21, Duration, and Article 19,
Abrogation of existing Treaties).
You may assure Dr. Wang that subject to paragraph 4 of draft Article 21 is not capable of any other meaning than that, failing revision by mutual consent, either
party has power to terminate the Treaty at the end of the
periods specified on giving the prescribed notice; also that the provisions of the existing Treaties abrogated under Article 19, cannot be revised. It might, however,
save time as well as be more convenient if these assur-
ances were embodied in a separate note at the time of exchange of agreed copies of the Treaty.
