Extraterritoriality negotiations).
I am stating today in answer to a question in the House of Commons that negotiations have reached
a point which enables them to be reported to respective governments, and that I hope to be able to make a statement shortly.
I shall be obliged in the absence of convincing reason to the contrary to make a statement very soon on results of the negotiations, and if Chinese
Their own object they should furnish the reason.
tactics, e.g. issue of mandate of May 5th have inevitably created a more urgent demand for informa- tion. Please telegraph as soon as possible how much Doctor Wang would concur in my saying and any
objections he may have to a complete if summary
statement.
