Extraterritoriality negotiations)

I am stating today in answer to a question in

the House of Commons that negotiations have reached

a point which enables them to be reported to respective governments, and that I hope to be able to make a statement shortly.

I shall be obliged in the absence of convincing reason to the contrary to make a statement very soon on results of the negotiations, and if Chinese
