Lord,

with reference to my

segret telegram Circular à. 40.81 of the 8th June. secret despatah Mo 251 of the 9th June,

regarding the negotiations with the Chinese Government

on the subject of extraterritoriality in China, I have the

honour to transmit, for the information of His Majesty's

Government in Canada,

the Commonwealth of Australia.

the Union of South Africa, the Irish Free Ste. Newfoundland,

the accompanying copy of notes exchanged personally between

His Majesty's Minister at Feking and the Chinese Minister

for oreign Affairs on the 6th June, together with the full

text of the draft Treaty and subsidiary documents at agreed

between ir M. Lampson and Dr. ang ad referendum to the

respective Jovernments.

2. it will be understood that the text now enclosed

is based on the telegraphic reports received from His

Majesty's Minister and will therefore be subject to

verification when the full account of the negotiations is

received from ir E. lampeon by despatch.
