Jardine Matheson & Company's representative in Shanghai who is on joint committee has been told by his London office about opinion expressed by Chairman and vice-Chairman that terms of draft treaty were the best obtainable in the circumstances. See my telegram No. 56. In view of attitude subsequently adopted by joint committee in the light of Feetham report position of Calder, Marshall and the other three con- cerned has now become very awkward and they ask your permission to explain to rest of committee in confi- dence the circumstances in which they gave that opinion.
