been altered. My object in drawing attention to the publication locally of this order is to state that it is evident from the newspaper that the new arrangements are being cireularised to Chinese Government offices in a wide manner and that I have little doubt that, in the
absence of further instructions between now and the and
of the year, Chinese Covernment offices, such as police stations, will consider these arrangements to have come into effect on January 1st next and act accordingly, despite any suspensory effect that there my appear to us to be
in Article 12.
