Before leaving

Hong Kong, in my last secret despatch to you about Japan,

I wrote fully on this subject. I still think that British

and Japanese policy in the Far East might be reconciled

and that such reconciliation would be the best thing that

could happen both from a British and a Chinese point of

view. But the present trend of our foreign policy takes

us further and further away from Japan.
