I suggest that it will be sufficient to tell
Sir Cecil Clementi that no final decision has been
reached in our negotiations, that the force of Mr
Feetham's argument is fully recognised, and that if
it is not decisive with us it will be because there
are even stronger arguments on the other side. AS
to Japan, to which country Sir Cecil Clementi refers,
it goes without saying that her decision, as well
as that of other countries concerned, has not been
left out of account.
