I have now discussed with United States Minister.
General gist is as recorded in my telegram No.8 tour
series.
Position now is that United States Minister
awaits instructions from Washington as result of
consultations with London on latest American draft.
As he anticipates that this will take time he is now arranging for visit of his admiral to deliberate on September 15th and making no plan yet for proceeding with mediation.
