I am directed by the Marquess of Reading to refer

to your letter No. 82712/C/1931 of the 21st October enclosing

copy of a despatch from the Governor of the Straits Settlements

on the subject of the draft Treaty with China concerning

extraterritoriality.

2. The Secretary of State agrees that it is desirable

to keep separate the negotiations on the two questions of

extraterritoriality and the protection of Anglo-Chinese and

concurs in Mr. Secretary Thomas's proposal to explain this to

Sir Cecil Clementi.
