77. Any person who commits any act in the course of or in relation to proceedings either in an Egyptian Court or before an Egyptian judicial officer or before the judicial officer of any State in amity with His Majesty, which, if done in course of or in relation to proceedings in the Supreme Court, would be punish- able under the preceding Article, shall be punishable as if the said act had been committed in the course of or in relation to proceedings in the Supreme Court.

78.-(1) If an officer of the Court employed to execute an order loses by neglect or omission the opportunity of executing it, then, on complaint of the person aggrieved, and proof of the fact alleged, the Court may, if it thinks fit, order the officer to pay the damages sustained by the person complaining, or part thereof.

(2) The order shall be enforced as an order directing payment of money.

79.—(1) If a clerk or officer of the Court, acting under pretence of the process or authority of the Court, is charged with extortion, or with not paying over money duly levied, or with other mis- conduct, the Court, if it thinks fit, may inquire into the charge in a summary way, and may for that purpose summon and enforce the attendance of all necessary persons, as in an action, and may make such order for the repayment of any money extorted, or for the payment over of any money levied, and for the payment of such damages and costs as the Court thinks fit.

(2) The Court may also, if it thinks fit, on the same inquiry, impose on the clerk or officer such fine, not exceeding ten pounds for each offence, as the Court thinks fit.

(3) A clerk or officer punished under this Article shall not be liable to an action in respect of the same matter; and any such action, if begun, shall be stayed by the Court in such manner and on such terms as the Court thinks fit.

Dangerous Drugs.

80. The following provisions apply to the import, export, manufacture, supply, purchase, sale, procuring, and possession of opium and dangerous drugs in Egypt :-

(1) No person subject to this Order shall, within the limits of this Order, either on his own behalf or on behalf of, or as agent for, any other person, import or export any opium or any dangerous drug unless he has obtained authority from the Egyptian Administration de l'Hygiène Publique."

(2) No person subject to this Order shall, within the said limits, unless expressly permitted by general or special licence granted by the High Commissioner—

(a) manufacture, buy, sell or deal in opium or any

dangerous drug;

(b) procure for any person, whether such person be within the said limits or otherwise, any opium or dangerous drug.

(3) No person subject to this Order shall, within the said limits, be in possession of opium or any dangerous drug unless-

(a) he has been authorised by the Egyptian

Administration de l'Hygiène Publique import the opium or the drug; or (b) he has been authorised to manufacture, buy, sell, procure or deal in opium or the drug by a licence granted by the High Commissioner as aforesaid; or

(c) he is a medical practitioner, dentist, veterinary surgeon or pharmacist entitled to practice as such in Egypt; or

(d) he has been permitted to be in possession of opium or of the drug by a general or special licence granted by the High Commissioner;

or

(e) he proves that the opium or the drug was supplied for his use by a medical practitioner entitled to practise medicine in Egypt or on a prescription given by such practitioner and complying with the conditions hereinafter specified.

(4) No person subject to this Order within the said limits shall supply, or offer to supply, opium or any dan- gerous drug, except-

(a) to medical practitioners, dentists, veterinary surgeons, or other persons provided with a carte-permis issued by the Egyptian Administration de l'Hygiène Publique ";

or

(b) on the prescription given by a medical practi- tioner entitled to practise medicine in Egypt and complying with the conditions herein- after specified; or

(c) to any person authorised by a general or special licence from the High Commissioner, provided that the provisions of this paragraph shall not apply to any opium or dangerous drug supplied by a medical practitioner entitled to practise medicine in Egypt to a patient.

(5)-(i) A prescription for the supply of opium or any dangerous drug must comply with the following condi- tions:

(a) The prescription must be in writing, must be dated and signed by the medical practitioner,

and must specify the amount of the opium or the dangerous drug to be supplied and the
