H. M. Minister remarked that he had been away for
a holiday for the past few weeks and that, having only
returned the day before, he was still busy gathering
up the threads, and all he could do therefore would be
to explain the position in regard to the Extra-
territoriality negotiations to the meeting down to the
time of his departure at the end of December,

Sir M. Lampson then referred to the lest meetin held with the Joint Committee in September after the presentation of the British draft and recounted briefly the history of subsequent developments, the presentation of the Chinese counter-draft of December 1st, the Chinese Bemorandum of December 17th and the British Governs n ts reply thereto (which were read to the meetin.), and so on. The Chinese attitude in the matter was doubtless connected with the internal political situation, with special reference to the People's Conference suɛmoned for May, 1931.
Sir M. Lampson said that he was now proceeding to Kanking where he hoped to resume discussions with the M.F. A. provided he received his instructions in time. These instructions had not yet arrived, although he had received some indication of the lines which they were likely to follow.
