Legal Counsellors.
The paragraph which Wang Chung-hui desires to delete is our only guarantee that legal counsellors of British nationality will be appointed. Provided you can obtain an assurance that a reasonable proportion of the legal counsellors will be of British nationality, I am prepared, if you think it will assist you in your negotiations, to give way over the question of a British Legal Counsellor officiating at the trial of cases involving British
subjects. You may,
therefore, make this concession at the time and in the manner you judge most favourable.
