Government in the Commonwealthḥf Australia have from the begiming understood that a Treaty modifying the present system would affect all subjects of His Majesty resident in China. They would therefore desire Trenty to be signed on their behalf by H.M.Plenipotentiary who signs on behalf of H..Government in the United Kingdom.
