I await instructions regarding re-insertion of sentence
concerning temporary occupation. Tentative agreement
has been reached on following additional paragraph,
"where such cases are brought before modern courts of
justice the provisions of article (blank) special chambers and article (blank) legal counsellors covering
the hearings of cases in which British subjects are
involved as defendants will apply": also final
reciprocity paragraph has been added in accordance
with Foreign Office telegram No. 95.

First three amendments are accepted: Hsu-mo
will consider further new paragraph 4, which he argues
is unacceptable as lack of real reciprocity is too obvious. I made it plain that it was the utmost we
could do and must be taken as it stands or dropped
altogether,
7. Transfer of jurisdiction - see Foreign Office
telegram No. 43. Hsu-mo maintains objections to parese "in all matters relating to administration of justice" as too wide. They fear intérpretation others
may put upon it. Following alternative formula is tentatively suggested: "in all legal proceedings and in
all matters relating to administration of justice by
courts."
