Following are results so fer of my discussions with
Hsu-mo ad referendum to you and Minister for Foreign
Affairs. I report them now in case you may wish to save time by referring any points to Foreign Office.
2. Companies and non-discriminatory treatment
see Foreign Office telegrams Nos. 97 and 93. New
reciprocity clause is accepted after much argument over limitation to United Kingdom. I explained that it was that or nothing.

Military requisitions and forced loans see
Foreign Office telegram No. 96 Hsu-mo argued that
they could not accept a reciprocity clause so obviously
inadequate in this connexion. I said either drop clause altogether or leave it unchanged, but finally admitting
force of his arguments, I agreed to submit to you

following alternative. "Acciprocity Chinese citizens
shall enjoy in United Kingdom similar exemption in
respect of all above matters."
